Serious case reviews are without doubt a highly emotive subject, but legislation and regulation must not be based on emotive responses. Any form of regulation of families and individuals must be based on solid, factual evidence. That firm basis in fact is what this research sets out to provide.
This report looks at how decisions are made in respect of which cases will be considered for review, the accuracy of the data held and who the children subject to these reviews are. This brings us to an answer to our question, ‘what do serious case reviews really tell us?’
